Can Users Like a Facebook Page To Enter a Competition?
Likes cannot be incentivised based on Facebook's Platform Policy, but there are still plenty of ways to grow your Facebook Page organically.

When an entrant logs in to your campaign, they have the option to Like your Facebook Page.
Entrants can also Like your page as an option after interacting with the Login on Facebook or Visit a Page actions.
To view the number of Likes you have accrued for a particular campaign:
- Go to the Reporting tab of your Competition campaign
- Click on the Events tab under the performance chart
- You should see separate metrics for Likes via user details or Visit action
Be as it may, there are other alternatives for growing your Facebook presence organically. Quoting from Facebook:
It remains acceptable to incentivize people to login to your app, check-in at a place or enter a promotion on your app's Page.
