The limit of secret codes are determined by the number of secret codes you are distributing in each campaign, and not the number of times a secret code can be claimed by an entrant. Some sample scenarios are detailed below.
Repeat Action Limit refers to how many times you can repeat the same action per campaign, based on your plan's limits.

If you are on the Hobby plan, you can repeat an action for a maximum of 3 times per campaign. You have a limit of 10 secret codes per campaign.
For example, you have offered 1 secret code GLEAM1 at the start of your campaign. Now you want to add 1 more secret code GLEAM2 while the campaign is live.
The individual codes are shared among entrants, so there is no limit on how many people can claim entries.
In total, you are using 2 Secret Code actions, and you are offering 2 Secret Codes for entries, which is well within the limits of the Hobby plan. There is also no limit to how many entrants can claim your 2 secret codes.
If you are on the Pro plan, you can repeat an action for a maximum of 5 times per campaign. You have a limit of 100 secret codes per campaign.
For example, you have offered 10 secret codes GLEAM1 to GLEAM10 at the start of your campaign. Now you want to add 90 more secret codes GLEAM10 to GLEAM100 while the campaign is live.
You also want to make the secret codes unique per entrant, so only one person can claim each secret code.
In total, you are using 2 Secret Code actions, and you are offering 100 Secret Codes for entries, which is within the limits of the Pro plan. Since you set the secret codes to be unique per entrant, only 100 entrants will claim your 100 secret codes.
